How this works — Regional chapters

A page per region, each editable from the front end by its own coordinator — and no one else.

Each chapter stores a coordinator user ID. clubcore_can_edit_chapter() allows an inline front-end editor only when the logged-in user holds the clubcore_edit_chapter capability and is that chapter's coordinator (staff override aside). Saves are nonce-scoped per chapter and run through wp_kses_post(). A coordinator never sees wp-admin or any chapter but their own.
